Is this a toner or a moisturizer?
It's a moisturizer (emulsion). In Japanese skincare, 'lotion' means toner and 'milky lotion' or 'milk' means emulsion, which is a lightweight moisturizer. This goes after the Premium Lotion (which is the toner) and before a cream if you use one.
Can I use this instead of a cream?
